Abstract
The Electronic Health Record concept has reached a level of
significance that is best exemplified by the willingness of various
levels of government to openly promote it as a potential saviour of a
crumbling healthcare system. Billions of dollars have been earmarked
for this noble mission. Government agencies have been developed. Arm s
length, government funded corporations have been created. Provincial
initiatives abound. Countless regional projects have erupted. Hospitals
have revamped labs, pharmacies and diagnostic imaging departments. Expert
consultants have materialized from vapour. Unfortunately, the adoption
of the electronic record and the occurrence of truly useful electronic
health information remains sporadic, consistently incomplete and,
occasionally, completely inconsistent. It is only recently that some
effort has been made to identify the reasons for the lack of success
of this venture and this has led to the realization that there was
little or no use of electronic records at the primary care interface.
This seminar will give a physician s perspective on this dilemma.
We will look at some of the adoption rate figures for Canada and other
parts of the world and then explore some of the possible reasons for
these numbers.
